[김기훈 대표의 백그라운드 잉글리쉬] 40. 명연설 읽기 - 맥아더 장군의 퇴임 연설 ①

"식민주의 굴레를 벗고 새로운 기회의 서광을 봅니다"

지금은 그렇지 않지만 예전에 반공이 국가의 이념이던 당시 미국의 장군인 더글러스 맥아더(Douglas MacArthur)는 한국의 영웅처럼 떠받들어졌다.

그는 6·25 전쟁이 한창이던 1950년에 UN군의 총 사령관으로 활약하며 인천 상륙작전을 감행하며 전쟁의 기세를 바꾼 것으로 잘 알려져 있다.

그는 미국의 육군사관학교를 수석으로 졸업했으며 2차 대전 중에는 미국 극동군 사령관으로 근무하며 일본의 항복을 받아낸 뛰어난 전술가이다.

그는 또한 글을 쓰기를 좋아하고 수려한 문체의 명문장을 많이 만들어낸 저술가로도 유명하다.

맥아더는 트루먼 대통령과의 마찰로 인해 사령관에서 해임된 후 1951년 4월19일 미국 의회에서 고별연설을 가졌는데 우리가 잘 아는 "노병은 죽지 않는다. 다만，사라져 갈 뿐이다"라는 유명한 문장을 남긴 이 연설은 군인이 행한 역대 최고의 연설 중의 하나로 평가 받고 있다.

오늘과 다음 호에는 바로 이 맥아더의 고별연설 중 일부를 읽어 보도록 하자.

읽어보면 알겠지만 문장이 매우 유려하며 수준이 높으니 몇 번에 걸쳐서 곱씹어 보는 것이 좋을 것이다.

I stand on this rostrum with a sense of deep humility and great pride－humility in the wake of those great American architects of our history who have stood here before me，pride in the reflection that this forum of legislative debate represents human liberty in the purest form yet devised.

Here are centered the hopes and aspirations and faiths of the entire human race.

I do not stand here as advocate for any partisan cause，for the issues are fundamental and reach quite beyond the realm of partisan consideration.

They must be resolved on the highest plane of national interest if our course is to prove sound and our future protected.

I trust，therefore，that you will do me the justice of receiving that which I have to say as solely expressing the considered viewpoint of a fellow American.

I address you with neither rancor nor bitterness in the fading twilight of life，with but one purpose in mind ; to serve my country. (중략)

Beyond pointing out these general truisms，I shall confine my discussion to the general areas of Asia.

Before one may objectively assess the situation now existing there，he must comprehend something of Asia's past and the revolutionary changes which have marked her course up to the present.

Long exploited by the so－called colonial powers，the peoples of Asia found their opportunity in the war just past to throw off the shackles of colonialism and now see the dawn of new opportunity，and heretofore unfelt dignity，and the self－respect of political freedom.

Mustering half of the earth's population，and 60 percent of its natural resources，these peoples are rapidly consolidating a new force，both moral and material，with which to raise the living standard and erect adaptations of the design of modern progress to their own distinct cultural environments.

Whether one adheres to the concept of colonization or not，this is the direction of Asian progress and it may not be stopped.

In this situation，it becomes vital that our own country orient its policies in consonance with this basic evolutionary condition rather than pursue a course blind to the reality that the colonial era is now past and the Asian peoples covet the right to shape their own free destiny.

저는 깊은 겸허함과 큰 자부심을 갖고 이 연단에 서 있습니다.

겸허함이란 제 앞에 서서 미국을 만들어 낸 위대한 건축가들 앞에서 느껴지는 마음이며，자부심이란 이 입법 토론의 장이 인류가 지금까지 만들어낸 가장 순수한 형태의 자유를 상징하고 있는 곳이기 때문에 느껴지는 것입니다.

지금 이 곳에는 모든 인류의 소망과 열망과 신념이 결집되어 있습니다.

저는 어느 특정한 당파의 입장을 지지하기 위해 이 자리에 선 것이 아닙니다.

왜냐하면 제가 제기하는 문제들은 근본적인 것으로 당파의 이해의 영역을 훨씬 벗어난 것이기 때문입니다.

이러한 문제들은 최고의 관심을 갖고 있어야 할 국가의 이익이라는 측면에서 해결되어야 합니다.

만일 우리의 방향이 옳고 우리의 미래가 보호되기를 원한다면 말입니다.

그러므로 저는 여러분들이 제가 드리는 말씀을 전적으로 한 미국 국민의 신중한 견해 표명으로 이해하고 받아들여 주시리라 믿습니다.

저는 이제 삶이 저물어가는 과정에서 어떠한 원한이나 적개심으로 이런 말씀을 드리는 것이 아닙니다.

제 마음속에는 오직 한 가지 조국을 위해 헌신하겠다는 목적밖에 없습니다.

이와 같은 일반적인 진리들을 지적하기보다는 저는 아시아의 일반적인 지역으로 저의 논의를 제한할까 합니다.

만일 누군가가 현재 아시아에 존재하고 있는 상황을 객관적으로 평가하기를 원한다면 그는 먼저 아시아의 과거와，그로부터 현재까지 아시아 국가들이 직면하고 있는 혁명적인 변화들에 대해서 이해를 해야 합니다.

오랫동안 이른바 식민 세력들에 의해서 착취되었던 아시아의 여러 국민들은 식민주의라는 굴레를 최근에 끝난 전쟁을 통해 벗어버릴 기회를 발견했으며 이제는 새로운 기회와 지금껏 느끼지 못했던 존엄성과 정치적 자유에 대한 자부심의 새로운 시대가 열리는 것을 보고 있습니다.

전 세계인구의 절반을 차지하고 지구 천연자원의 60%를 갖고 있는 이 아시아 국가들은 도덕적，물질적 측면 모두에서 새로운 힘을 급속히 결집시키고 있으며 이 힘을 통해 생활수준을 높이고 현대적 진보에 대한 계획을 자신의 독특한 문화적 환경에 적용해 나가고 있습니다.

식민화라는 개념에 대해서 집착하든 말든 상관없이 이것이 아시아가 나아가고 있는 방향이며 이러한 방향은 중단되지 않을 것입니다.

이러한 상황에서 우리는 식민지 시대는 이제 과거의 일이고 아시아 국민들은 자신들 고유의 자유를 형상화해 만들 권리를 갈망하고 있다는 현실을 망각해서는 안 되며 이러한 기본적인 발전 상황 위에 우리의 정책을 설정해야 하는 필수적인 과제를 안게 되었습니다.
