겸손은 조용한 결단력…아시아의 성공열쇠다

생글생글 128호에 실린 15회에 이어서 반기문 UN 사무총장의 취임사 중간 부분을 싣는다.

(1) Asia is also a region where modesty is a virtue.

But the modesty is about demeanor, not about vision and goals.

It does not mean the lack of commitment or leadership.

Rather, it is quiet determination in action to get things done without so much fanfare.

This may be the key to Asia's success, and to the UN's future. Indeed, our Organization is modest in its means, but not in its values.

We should be more modest in our words, but not in our performance.

The true measure of success for the UN is not how much we promise, but how much we deliver for those who need us most.

Given the enduring purposes and inspiring principles of our Organization, we need not shout its praises or preach its virtues.

We simply need to live them every day ; step by step, program by program, mandate by mandate.

(2) Madam President.

The surge in demand for UN services attests not only to the UN's abiding relevance but also to its central place in advancing human dignity.

The UN is needed now more than ever before.

The UN's core mission in the previous century was to keep countries from fighting each other.

In the new century, the defining mandate is to strengthen the inter－state system so that humanity may be better served amidst new challenges.

From the Balkans to Africa, from Asia to the Middle East, we have witnessed the weakening or absence of effective governance leading to the ravaging of human rights and the abandonment of longstanding humanitarian principles.

We need competent and responsible states to meet the needs of "we the peoples" for whom the UN was created.

And the world's people will not be fully served unless peace, development and human rights, the three pillars of the UN, are advanced together with equal vigor.

(3) The road that we must pave toward a world of peace, prosperity and dignity for all has many pitfalls.

As Secretary－General, I will make the most of the authority invested in my office by the Charter and the mandate you give me.

I will work diligently to materialize our responsibility to protect the most vulnerable members of humanity and for the peaceful resolution of threats to international security and regional stability.

(4) Madam President.

In order to meet these growing mandates and expectations, we have engaged in the most sweeping reform in the history of the Organization.

The very scope of the reform has taxed the attention and energies of both the delegations and the Secretariat.

But we must stay the course.

We need to muster the human, institutional and intellectual resources, and to organize them properly.

We should do our part in meeting the Millennium Development Goals, the expanding peace operations, the threats posed by terrorism, WMD proliferation, HIV/AIDS and other pandemics, environmental degradation, and the imperatives of human rights.

(1) 아시아는 또한 겸손이 미덕으로 여겨지는 곳입니다.

하지만 이러한 겸손은 행실에 관련된 겸손이지 비전과 목표를 이루는 데 있어서의 겸손은 아닙니다.

겸손은 헌신과 지도력의 결핍을 의미하는 것이 아닙니다.

오히려 겸손은 겉으로 시끄러운 팡파르를 울리지 않고도 일을 해결해 나가는 조용한 결단력을 의미합니다.

이러한 점이 아시아의 성공의 열쇠일지 모르며 또한 UN의 미래 해결책이 될지도 모릅니다.

사실 우리 UN은 그 수단에 있어서는 겸손하지만 그 가치에 대해서는 그렇지 않습니다.

우리는 말에 있어서는 더욱 겸손해야 합니다.

그러나 일을 수행하는 데 있어서는 겸손해서는 안 됩니다.

UN의 성공에 관한 진정한 평가는 우리가 얼마나 많이 약속하느냐가 아니라, 우리가 우리를 절실히 필요로 하는 사람들을 위해 얼마나 많이 일을 수행하는가에 달려 있습니다.

우리 조직(UN)의 항구적인 목적과 우리를 고취시키는 원칙들을 감안할 때, 우리는 UN을 요란하게 칭송하거나 UN의 미덕들을 알리기 위해 노력할 필요가 없습니다.

우리는 단순히 그것들을 하나하나 프로그램별로 실천해 나가면 됩니다.

(2) 의장님, 유엔이 제공하는 활동들에 대한 수요의 급격한 증가는 변함없는 유엔의 적절성뿐 아니라 UN이 인간 존엄성 향상의 중심지라는 것을 증명해 주고 있습니다.

세상은 현재 UN을 과거 어느 때보다도 더욱 필요로 하고 있습니다.

지난 세기의 UN의 핵심 사명은 국가 간 전쟁을 억제하는 것이었습니다.

새로운 세기에서 UN의 기본 임무는 국가 간 체계를 강화함으로써 새로운 도전들 속에서 인간성을 증진시키는 일입니다.

발칸에서 아프리카에 이르기까지, 아시아에서 중동에 이르기까지, 우리는 효율적인 통치력 약화 내지 부재로 인해 인권이 침탈되고 오랫동안 지속돼온 인도주의적 원칙들이 버려지는 것을 지켜보았습니다.

우리가 UN 창설 당시 목표였던 '우리 회원 국가들'의 요구를 충족시키기 위해서는 경쟁력을 갖춘 책임감 있는 국가들이 필요합니다.

그리고 UN의 3대 근간이라고 할 수 있는 평화, 번영, 그리고 인권이 동등한 수위로 발전되지 않는다면, 전 세계 사람들은 완전한 도움을 제공받지 못할 것입니다.

(3) 우리가 세계평화와 모든 인류 번영 및 존엄을 위해 닦아야 할 도로에는 많은 위험들이 있습니다.

저는 사무총장으로서 UN헌장에서 부여하고 여러분이 맡겨주신 권한을 최대한 활용할 것입니다.

저는 인간의 존엄성이 가장 훼손되기 쉬운 회원국들을 보호하고 국제 안보와 지역의 안정을 위협하는 요인들을 평화적으로 해결하는 우리의 책임을 구현하기 위해 성실히 노력할 것입니다.

(4) 의장님, 이처럼 증가하는 임무와 기대를 충족시키기 위해 우리는 UN 역사상 가장 철저한 개혁을 실행해 오고 있습니다.

바로 이 개혁의 규모가 개개 회원국과 UN 사무국 모두에 과도한 관심과 열정을 요구하고 있습니다.

하지만 우리는 이 길로 나아가야 합니다.

우리는 인간과, 제도, 그리고 지적 자원들을 모아 그것들을 적절하게 조직해야 합니다.

우리는 새천년 발전 목표를 달성하고,평화유지 활동을 확대하며, 테러와 대량살상무기 확산, 에이즈를 비롯한 전염성 질병들로부터의 위협을 없애고, 환경 파괴와 당면한 인권 문제를 해결하는 데 우리의 역할을 다 해야 합니다.
